For toggling the 2G and 3G mobile data channel. Google doesn't let us toggle programmatically. It opens the Mobile Network Settings so that you can toggle the 2G and 3G 2 steps instead of 5-6 steps.

If widget doesn't appear on the widget list:
it is a bug in launcher, try to restart it:
Settings -> Apps -> Running tab -> Click on Show Cached Processes -> Select Launcher From the list and click Stop.
Try to re add widget
Note : If your device hasn't got root some features may not work on Android 5.0 and above due to Google Policy.
